NextEra Secures $1.9 Billion DOE Loan to Restart Iowa Nuclear Plant
NextEra Energy has closed on a U.S. Department of Energy loan of up to $1.9 billion to help finance the restart of the Duane Arnold Energy Center in Iowa, marking another significant step in the U.S. effort to bring retired nuclear generation back into service.
The Department of Energy announced the financial close on September 8 through its Office of Energy Dominance Financing. The funding will support work required to return the 615-megawatt nuclear facility in Linn County to operation, subject to approval from the U.S. Nuclear Regulatory Commission.
Duane Arnold is Iowa’s only nuclear power plant. According to the DOE, restoring the facility would provide enough generation capacity to supply electricity equivalent to the consumption of nearly 500,000 homes and would add firm generation capacity to the Midcontinent Independent System Operator, or MISO, grid.
NextEra currently expects the plant to return to commercial operation no later than the first quarter of 2029, although the schedule remains dependent on regulatory reviews and the completion of refurbishment and testing work.
Nuclear Restart Backed by Long-Term Electricity Demand
The project is closely linked to growing electricity demand from data centers and artificial intelligence infrastructure.
In October 2025, NextEra and Google announced a 25-year power purchase agreement associated with the Duane Arnold restart. Under the agreement, Google is expected to purchase most of the plant's electricity to support its cloud and AI infrastructure in Iowa. Central Iowa Power Cooperative is expected to purchase part of the remaining output.
Google described restarting an existing nuclear plant as a relatively rapid way of bringing large-scale, continuous carbon-free generation onto the grid compared with developing an entirely new nuclear facility. The company expects Duane Arnold to supply more than 600 MW of generation once it returns to service.
For NextEra, the arrangement provides a long-term customer for the plant's output while supporting the economics of the refurbishment project. The company has said that costs associated with the electricity purchased by Google will not be passed on to Iowa electricity customers.
The arrangement illustrates a wider shift in U.S. electricity markets, where technology companies and other large energy users are increasingly seeking long-term access to firm generation as electricity consumption from data centers grows.
Plant Has Been Closed Since 2020
Duane Arnold is a General Electric boiling water reactor that originally entered commercial operation in the 1970s.
The plant permanently stopped operating on August 10, 2020. Its closure had already been planned because of economic pressures, but a severe derecho damaged non-safety-related parts of the facility, including cooling infrastructure, shortly before its scheduled retirement.
Fuel was subsequently removed from the reactor, and Duane Arnold entered the decommissioning process.
Returning a plant from this status to commercial operation requires considerably more than repairing individual components. NextEra must restore the facility's licensing basis, demonstrate that systems and equipment can safely support renewed operation, and complete any upgrades required under its proposed operating configuration.
The NRC has established a dedicated Duane Arnold Restart Panel to coordinate licensing reviews, inspections and regulatory oversight.
The regulator says NextEra must gain approval to restore the plant's licensing basis to operating status, return relevant components to a condition that supports safe operation, and complete any upgrades required for the proposed licensing basis. The NRC will also inspect restored and replacement equipment before deciding whether the facility can transition back into its operating reactor oversight program.
Duane Arnold's current renewed operating license expires in February 2034. NextEra has separately notified the NRC that it intends to pursue a subsequent license renewal, which could allow the facility to operate beyond that date if approved.
Economic and Grid Implications
The DOE estimates the restart will support approximately 1,500 jobs during construction and refurbishment and more than 450 jobs once the facility returns to operation.
NextEra has also cited an economic analysis estimating that the project could generate more than $9 billion in economic benefits for Iowa over 25 years and approximately $75 million in tax revenue over the project's operating period.
The project's significance extends beyond Iowa.
Electricity demand in several U.S. regions is rising because of data center development, manufacturing investment, electrification, and other large loads. That growth is increasing interest in generation technologies capable of supplying electricity continuously rather than only when weather conditions permit.
Existing nuclear facilities can be particularly relevant because their sites may already contain grid connections, transmission infrastructure and other equipment that would take years to develop for entirely new generation projects.
However, restart projects remain technically and financially complex. Equipment condition, regulatory approvals, refurbishment requirements, fuel procurement, workforce availability and construction schedules can all affect final costs and timelines.
Duane Arnold is part of a broader U.S. trend toward reconsidering retired nuclear capacity. Other projects are also seeking to return previously closed reactors to service as utilities and technology companies search for additional sources of reliable electricity. ESG Dive reported that the DOE's financing program has now supported three nuclear plant restart projects.
For companies pursuing net-zero targets, these projects also highlight the changing relationship between digital infrastructure and power generation. Rapid growth in AI and cloud computing is increasing electricity requirements at the same time that technology companies are seeking lower-carbon energy supplies.
Whether Duane Arnold ultimately delivers on that opportunity will depend on the successful completion of the NRC process and the refurbishment program. If the current timetable is maintained, Iowa could regain its only operating nuclear plant by early 2029, adding 615 MW of firm generation to a regional grid facing increasingly complex demand growth.
