The Global Green Economy Index™ was created by Jeremy Tamanini, founder of Dual Citizen, and first published in 2010 as one of the earliest frameworks dedicated to measuring national green economy performance. Since then, the methodology has evolved considerably. A major revision introduced during its tenth anniversary expanded coverage to 160 countries, incorporated social equity indicators, and shifted the emphasis from static rankings to measuring both progress since 2005 and the remaining distance to globally accepted sustainability targets. The methodology draws on guidance from the OECD Handbook on Constructing Composite Indicators and uses internationally recognized third-party datasets wherever possible.

Unlike many sustainability rankings that focus on a country's current position, the GGEI places equal emphasis on how quickly countries are improving and whether that rate of progress is sufficient to meet international climate and sustainable development objectives. The framework is used by policymakers, international organizations, ESG investors, companies, and academic researchers to benchmark performance, identify investment opportunities, evaluate regulatory risk, and support customized sustainability measurement projects. In recent years, Dual Citizen has also made the full 2022 GGEI dataset publicly available to encourage wider academic research while continuing to offer subscription services, consulting, workshops, and customized analytical frameworks for organizations requiring more current or tailored data.
