Although approved by MEPC 83 in April 2025, formal adoption was delayed until further negotiations in 2026. The framework will affect shipowners, charterers, fuel suppliers, ports, and cargo owners by linking maritime emissions to Scope 3 reporting, freight procurement, and low-carbon fuel transition.
