The baseline reflects how climate impact would have occurred using 2015 practices.

  • Material and product requirements: Certain materials such as steel, concrete, and asphalt mixes are subject to climate impact caps and reporting obligations. Suppliers must document the climate performance of these through lifecycle indicators, frequently using Environmental Product Declarations (EPDs).

  • Verification process: When provider-specific lifecycle data are used in the climate calculation tool or to show compliance with material caps, Trafikverket requires a verified declaration (verifikat), normally an EPD, which must be submitted for approval through the tool before it is accepted as part of the official climate calculation.

In practice, this means contractors and suppliers must integrate LCA/EPD data early in tenders and submissions so that the Klimatkalkyl-generated climate declaration reflects actual project emissions outcomes and satisfies contract clauses.

Status and Outlook

Trafikverket’s climate requirements are an established part of its procurement approach and are supported by continuously maintained guidance, templates, and the Klimatkalkyl tool. Trafikverket’s own Q&A highlights that the threshold for “larger investment measures” using percentage reduction requirements has been updated to 150 million SEK (from a previously lower threshold), indicating that scope and application can evolve over time.
