Background
Governments are investing significant public resources in climate mitigation, yet measuring whether individual policies and projects actually achieve their intended outcomes has remained a challenge. Different jurisdictions often use different methodologies, making it difficult to compare results or identify the most effective interventions. DIN SPEC 91637 was published in September 2025 to address this challenge by establishing a common framework for impact measurement. It was created through a consortium comprising municipal representatives, energy agencies, research institutes, and private-sector organizations under DIN's Publicly Available Specification (PAS) process. The specification is intended to support climate planning across all levels of government while creating a shared methodology that facilitates learning between jurisdictions.

Current Status
DIN SPEC 91637 was officially published in September 2025 and is available as a free download from DIN Media in both German and English. The specification represents the first standardized framework specifically developed for measuring the impacts of municipal, regional, and national climate protection measures. This fills an important gap in the climate standards landscape. While many established standards focus on measuring greenhouse gas emissions or sustainability performance at the organizational level, DIN SPEC 91637 provides public authorities with a common methodology for assessing whether climate policies and investments actually deliver their intended outcomes.
