ClearPath 2.0 builds on ClearPath 1.0, ICLEI USA's long-established emissions management platform and has been used by U.S. local governments for many years to prepare emissions inventories, forecasts, and climate action plans. In 2025, ICLEI USA launched ClearPath 2.0, developed in partnership with Swedish climate technology company ClimateView, combining ICLEI USA's decades of municipal climate planning experience with ClimateView's modelling and implementation platform. The result shifts the emphasis from preparing climate plans to managing their implementation through continuous monitoring, adaptive planning, and cross-departmental collaboration. During the transition, ClearPath 1.0 remains available to existing users, while ICLEI USA encourages new jurisdictions to adopt ClearPath 2.0.
ClearPath 2.0 is designed specifically for U.S. subnational entities, including local governments, regional organizations, and Tribal nations. The platform is not available as an independently licensed product; instead, access is provided through either an ICLEI USA membership or a non-member jurisdictional licence, both of which include platform access and support. Third-party consultants can use ClearPath 2.0 when working on behalf of a participating jurisdiction, with access managed by that jurisdiction's account administrators.
Pricing of the platform for U.S. local governments is based on population size, while regional groups can opt for a flat-rate model.
