The European Union Renewable Energy Directive (RED) establishes sustainability and greenhouse gas (GHG) emissions criteria for renewable fuels used within the EU energy and transport sectors. Fuels that fail to meet RED requirements may not qualify toward renewable energy targets, emissions reporting obligations, or certain market incentives within the EU. The RSB EU RED Fuel Certification was developed by the Roundtable on Sustainable Biomaterials (RSB) as a voluntary certification scheme recognized by the European Commission for demonstrating compliance with RED sustainability and traceability requirements. The European Commission formally recognized the “RSB EU RED” scheme in 2022 under Directive (EU) 2018/2001. The scheme supports certification for:

  • Biofuels and bioliquids

  • Biomethane and biogas

  • Recycled carbon fuels

  • Renewable liquid and gaseous fuels of non-biological origin (RFNBOs)

  • Feedstocks including agricultural biomass, waste, residues, algae, used cooking oil, and end-of-life materials

Certified operators must demonstrate compliance with RED sustainability criteria covering emissions reductions, land-use protections, biodiversity safeguards, and chain-of-custody requirements. The scheme also incorporates RSB’s broader sustainability framework, including the organization’s 12 Principles and Criteria.

Certification Requirements

The RSB EU RED Fuel Certification uses a risk-based approach, meaning operators only apply the standards and procedures relevant to their activities, feedstocks, and supply-chain role. The certification applies globally to organizations supplying renewable fuels into the EU market, including feedstock suppliers, fuel producers, traders, logistics operators, blenders, and distributors.   • Lifecycle greenhouse gas accounting using RED-compliant methodologies

  • Mass balance and chain-of-custody systems

  • Documentation of feedstock origin and sustainability characteristics

Operators typically begin by defining their certification scope and completing a self-risk assessment and screening exercise. Depending on the operation, applicable requirements may include the RSB Principles & Criteria, the RSB EU RED Standard for Traceability, procedures for risk management, and rules governing sustainability claims and market access. The certification process generally involves documentation review, GHG calculations, on-site auditing, corrective actions where necessary, and final certification approval.

Current Status

The RSB EU RED Fuel Certification forms part of the expanding compliance infrastructure surrounding Europe’s renewable fuels market. As RED implementation has evolved from RED II toward RED III, certification schemes have become increasingly important for demonstrating regulatory compliance, market eligibility, and traceable emissions reductions across fuel supply chains. The scheme is used across sectors including biofuels, sustainable aviation fuel (SAF), renewable marine fuels, biomethane, hydrogen, and synthetic fuels. It is also linked to related European policy frameworks such as ReFuelEU Aviation and FuelEU Maritime and national renewable fuel mandates.
