ISCC was established in Germany in 2010 and has become one of the largest sustainability certification systems for bio-based and circular supply chains. ISCC EU specifically supports compliance with the EU Renewable Energy Directive framework, which establishes sustainability and greenhouse-gas reduction requirements for renewable fuels and biomass used in transport, electricity, heating, and cooling. The certification system applies across international supply chains involving agricultural feedstocks, forestry materials, waste oils, residues, recycled carbon feedstocks, renewable fuels of non-biological origin (RFNBOs), and biomass-derived fuels.
A central feature of ISCC EU is its chain-of-custody and mass-balance framework, which allows sustainable materials to be tracked through supply chains while supporting greenhouse-gas accounting and sustainability verification. The scheme also incorporates land-use criteria, lifecycle emissions methodologies, and traceability requirements aligned with RED II and RED III. The certification system is administered by ISCC System GmbH and implemented through approved certification bodies that conduct independent audits. Because the scheme is recognized by the European Commission, companies can use ISCC EU certification to demonstrate compliance with RED sustainability obligations in EU member states.
Certification Requirements
Companies seeking ISCC EU certification must demonstrate compliance with sustainability, traceability, and greenhouse-gas reduction requirements under the Renewable Energy Directive framework. The certification process generally includes:
Registering with ISCC - Companies register within the ISCC system and determine the appropriate certification scope based on their activities, feedstocks, and supply-chain role.
Selecting an approved certification body - Applicants must work with an independent certification body authorized to conduct ISCC EU audits and issue certificates.
Implementing compliance and traceability systems - Companies are required to establish mass-balance accounting systems, greenhouse-gas calculation procedures, supplier verification processes, and sustainability documentation controls.
Completing an independent audit - Auditors review feedstock sourcing, transaction records, traceability systems, emissions calculations, and compliance with sustainability and land-use requirements. Depending on the supply chain, audits may also involve supplier checks and on-site inspections.
Successful applicants receive an ISCC EU certificate, generally valid for one year. Annual recertification audits and surveillance reviews are typically required to maintain certification status.
Current Status and Outlook
ISCC EU has become one of the most widely used certification systems under the EU Renewable Energy Directive framework. The scheme is increasingly used in sustainable aviation fuel (SAF), renewable diesel, biomethane, RFNBOs, recycled carbon fuels, and broader circular-economy supply chains.
Recent updates have focused on aligning ISCC EU system documents with RED III requirements, including stricter greenhouse-gas reporting obligations, expanded coverage of RFNBOs and recycled carbon fuels, updated forest biomass criteria, and stronger traceability and fraud-prevention measures. In May 2025, the European Commission issued a positive technical assessment for updated ISCC EU system documents under RED III.
As EU renewable energy and decarbonization policies continue to evolve, ISCC EU certification is expected to remain an important mechanism for demonstrating sustainability compliance, emissions reductions, and supply-chain transparency across renewable fuel and bio-based materials markets.
