The EEG is a binding federal law that sets mandatory rules for the development, remuneration and grid integration of renewable electricity in Germany.

Criteria:

Applies to renewable-energy project developers, including operators of solar PV, onshore wind, offshore wind, biomass, hydropower and geothermal plants.

Applies to transmission and distribution system operators (TSOs/DSOs), who must provide priority grid access and dispatch for renewable electricity.

Applies to electricity suppliers and market participants who operate under EEG remuneration, auctions or market-premium mechanisms.
Applicable also to the Federal Network Agency (Bundesnetzagentur), which runs auctions and supervises compliance.

Exemptions and Flexibility:

Small renewable systems (e.g., rooftop PV installations below certain capacity thresholds) may be exempt from auctions and may qualify for simplified feed-in tariffs or simplified metering/registration rules.

Certain citizen energy cooperatives may receive simplified auction requirements or special bidding conditions.

Biomass plants are subject to stricter sustainability criteria, and some categories have capped or limited eligibility.

Grid constraints may lead to curtailment, but compensation rules apply; however, specific exemptions exist when curtailment is caused by non-compliance with technical rules.

Legacy installations under earlier EEG versions continue under grandfathered remuneration schemes, with different rules from new installations.
