Summary

Greece’s Law 4821/2021 establishes the just transition framework for lignite-dependent regions, defining transition territories, governance structures, and funding principles. It channels national and EU funds into clean energy, green industry, sustainable agriculture, tourism, and skills, while supporting workers and local communities affected by lignite phase-out. Authorities must prepare transition plans and oversee project selection, and beneficiaries must meet environmental and social conditions. The law is central to Greece’s coal exit strategy and regional resilience.

What’s Required

Law 4821/2021 underpins Greece’s Just Transition policy for regions dependent on lignite and other high-carbon activities. It creates the institutional and financial framework to support workers, local economies, and communities affected by the lignite phase-out.

The law:

  • Defines Just Transition Territories, including Western Macedonia and Megalopolis.

  • Establishes governance structures and coordination bodies for transition planning.

  • Sets out the principles for using national resources, EU Just Transition Fund money, and Recovery and Resilience Facility funding.

  • Prioritises projects in clean energy, green industry, sustainable agriculture, tourism, skills, and innovation.

  • Links transition planning with regional development, employment policies, and social protection.

Important Deadlines

  • The law entered into force in 2021.

  • Just Transition Development Plans prepared for the 2021–2027 EU programming period.

  • Decommissioning of lignite assets and land rehabilitation are scheduled progressively to 2030, with PPC’s lignite exit front-loaded in the mid-2020s.

Current Status

The law is in force and underpins ongoing investment in former lignite regions, including land rehabilitation, RES projects, infrastructure, training, and enterprise support. International actors such as the European Investment Bank provide policy and advisory support tied to this framework.

Penalties for Non-Compliance

  • Financial corrections and recovery of funds for projects that breach eligibility, environmental or social conditions.

  • Administrative sanctions for mismanagement or non-transparent allocation of funds.

Examples of Known Violations

  • No widely publicised legal violations yet, but audits focus on ensuring funds are used for truly transformative, low-carbon projects and not for high-carbon lock-in.

  • Concerns have been raised in public debates about the pace of implementation and inclusiveness of local consultation, rather than formal breaches.
