What’s Required
Law 4759/2020 modernises Greece’s spatial and urban planning system. It aims to simplify and codify decades of fragmented planning rules and to align land-use policy with sustainable development and climate objectives.
The law:
Introduces a new hierarchy of plans: National Spatial Strategy, Regional Spatial Plans, Local Urban Plans, and Special Urban Plans.
Launches the “Konstantinos Doxiadis” programme to deliver hundreds of Local and Special Urban Plans across the country.
Sets clearer zoning categories, land-use rules, and building-density parameters.
Integrates environmental, climate, and disaster-risk considerations into planning.
Facilitates siting of renewable energy, infrastructure, and strategic investments while protecting natural and cultural heritage.
Important Deadlines
The law entered into force in December 2020.
Urban Planning Reform Programme runs roughly until 2026, with staged preparation and approval of Local and Special Urban Plans.
Existing plans remain applicable until replaced by new ones under this law.
Current Status
Implementation is ongoing, supported by Recovery and Resilience Facility funding. Hundreds of new Local and Special Urban Plans are being prepared.
