Summary

Greece’s Law 4759/2020 overhauls spatial and urban planning, creating a clear hierarchy of plans and launching the “Konstantinos Doxiadis” programme to update Local and Special Urban Plans nationwide. It seeks to balance investment facilitation with environmental and climate resilience by clarifying land-use rules and integrating hazard considerations. Authorities must prepare new plans and enforce zoning, while developers must align projects with updated designations. The law is central to Greece’s effort to modernise urban policy and curb ad-hoc development.

What’s Required

Law 4759/2020 modernises Greece’s spatial and urban planning system. It aims to simplify and codify decades of fragmented planning rules and to align land-use policy with sustainable development and climate objectives.

The law:

  • Introduces a new hierarchy of plans: National Spatial Strategy, Regional Spatial Plans, Local Urban Plans, and Special Urban Plans.

  • Launches the “Konstantinos Doxiadis” programme to deliver hundreds of Local and Special Urban Plans across the country.

  • Sets clearer zoning categories, land-use rules, and building-density parameters.

  • Integrates environmental, climate, and disaster-risk considerations into planning.

  • Facilitates siting of renewable energy, infrastructure, and strategic investments while protecting natural and cultural heritage.

Important Deadlines

  • The law entered into force in December 2020.

  • Urban Planning Reform Programme runs roughly until 2026, with staged preparation and approval of Local and Special Urban Plans.

  • Existing plans remain applicable until replaced by new ones under this law.

Current Status

Implementation is ongoing, supported by Recovery and Resilience Facility funding. Hundreds of new Local and Special Urban Plans are being prepared. The reform is seen as key to improving investment certainty, climate-resilient urban design, and environmental protection, though there is debate about risks of over-liberalisation in certain zones.

Penalties for Non-Compliance

  • Refusal or revocation of building permits for non-compliant developments.

  • Administrative fines and demolition orders for illegal constructions.

  • Disciplinary or legal consequences for officials who systematically ignore planning rules.

Examples of Known Violations

  • Greece has a long history of unauthorised construction; Law 4759/2020 aims to reduce new infringements by clarifying rules and speeding up planning.

  • Enforcement cases typically involve illegal building in coastal, forested or protected areas.
