What's Required
Covered organizations may need to:
Determine whether they fall under Danish energy efficiency obligations.
Carry out energy audits where required.
Implement or maintain an energy management system if applicable.
Conduct climate audits where required by Danish rules.
Track national annual energy consumption to determine applicability.
Keep documentation of audits, management systems and identified savings opportunities.
Submit required information to Danish authorities where applicable.
Comply with building energy performance, energy labelling and product efficiency rules.
Follow public-sector energy saving requirements where applicable.
Monitor changes linked to the revised EU Energy Efficiency Directive.
Large companies with annual energy consumption above 10 TJ are subject to Denmark’s newer requirements for energy management, energy audits and climate audits.
Important Deadlines
July 1, 2024: New Danish rules on energy management, energy audits and climate audits for companies with annual energy consumption above 10 TJ entered into effect.
Energy audits are generally recurring obligations, commonly every four years under the EU energy efficiency framework.
October 10, 2023: The revised EU Energy Efficiency Directive entered into force at EU level.
Specific reporting, audit and documentation deadlines may depend on the applicable Danish executive order, company energy consumption and authority guidance.
Current Status
Denmark’s energy efficiency framework is currently in force.
It is legally binding where obligations are established through Danish legislation or executive orders. The framework is not a single voluntary programme, although some support measures and guidance tools are voluntary.
The newer Danish rules for companies with annual energy consumption above 10 TJ apply from July 1, 2024. They require energy management, energy audits and climate audits and replace the previous rules on mandatory energy audits in large companies.
Denmark is also influenced by the revised EU Energy Efficiency Directive, which sets updated EU-level energy efficiency targets and obligations. The directive was published in 2023 and entered into force on October 10, 2023.
Penalties for Non-Compliance
Statutory fines
Non-compliance may lead to administrative or legal consequences under Danish energy, climate, building or product legislation.
Potential consequences may include:
Orders to complete missing energy audits or climate audits.
Requirements to correct incomplete or inadequate documentation.
Administrative fines or penalties.
Increased regulatory scrutiny.
Loss of eligibility for certain support schemes or incentives.
Contractual or procurement disadvantages where energy performance is required by customers or public buyers.
Reputational risk where companies fail to meet expected energy efficiency standards.
Because many obligations are linked to audits and reporting, the most immediate consequence is usually regulatory enforcement for failing to complete or document the required assessment.
Examples of Known Violations
As of May 2026, we were not able to find publicly available examples of specific penalties imposed solely under Denmark Energy Efficiency Act against named organizations.
However, Danish authorities may enforce energy efficiency requirements through audit compliance checks, documentation reviews, building energy performance controls, product energy labelling enforcement and public-sector energy saving obligations.
