Summary

The Sustainable Jobs Act establishes a federal governance framework to support workers and communities during Canada’s transition to a low-carbon economy. The Act requires the federal government to develop a Sustainable Jobs Action Plan, create a Sustainable Jobs Partnership Council, and regularly report on progress. Its focus is on workforce development, skills training, labour market transitions, and regional economic resilience linked to climate and energy policies. While the Act does not impose direct obligations on private companies, it strongly influences labour policy, industrial strategy, and public funding decisions related to clean energy, net-zero industries, and climate transition planning.

What’s Required

The federal government must:

  • Establish and maintain a Sustainable Jobs Partnership Council to provide independent advice.

  • Prepare a Sustainable Jobs Action Plan that sets out measures to support workers and communities and advance sustainable job creation.

  • Table the Action Plan in Parliament and publish it.

  • Report on implementation through required governance and transparency steps.

Important Deadlines

  • June 20, 2024: Sustainable Jobs Act received Royal Assent

  • Within 1 year of entry into force: First Sustainable Jobs Action Plan to be tabled

  • Every 5 years: The Action Plan must be reviewed and updated

  • Ongoing: Annual or periodic progress reporting to Parliament

Current Status

  • In force as a federal statute, with the first Action Plan legally due by December 31, 2025.

Penalties for Non-Compliance

  • The Act is primarily an accountability framework (planning, tabling, transparency). It does not operate like an enforcement-heavy compliance regime with fines for companies. Practical consequences are mainly political, administrative, and reputational if milestones are missed.

Examples of Known Violations

  • The federal government publishes a five-year Sustainable Jobs Action Plan outlining training, labour market supports, and regional transition measures.

  • The Partnership Council consults stakeholders and provides advice to inform the next Action Plan.
