  • Comply with organic farming requirements where claiming organic support.

  • Keep records and submit required declarations.

  • Allow administrative checks or on-site inspections.

  • Repay support where requirements are breached.

Typical measure areas include biodiversity, organic farming, extensive grassland, erosion control, water protection, soil protection, animal welfare, climate protection, rare breeds, landscape conservation and sustainable nutrient management.

Important Deadlines

  • January 1, 2023: ÖPUL 2023 became effective.

  • 2023–2027: Current CAP Strategic Plan funding period.

  • Annual application, declaration and payment deadlines are set through Austrian CAP administration and the paying agency.

  • Measure commitments may require multi-year participation depending on the intervention.

  • From application year 2025, the previous eco-scheme “Erosion Control Wine, Fruit and Hops” is offered as a measure under Article 70 of Regulation (EU) 2021/2115.

Current Status

Austria Agricultural Environmental Measures are currently active.

The framework combines voluntary participation with binding obligations once a farmer enters a supported measure. ÖPUL is a funding mechanism rather than a general environmental law applying equally to all farms, but participants must comply with the selected measure conditions to receive payments.

Austria’s ministry states that ÖPUL 2023 offers 26 measures and that voluntary participation is generally possible for agricultural holdings across all nine federal states. Annual funding for ÖPUL 2023 is around EUR 614 million, including EUR 100 million for eco-schemes.

The European Commission notes that agri-environmental and climate measures are among the strongest interventions in Austria’s CAP Strategic Plan, and that Austria spends almost 60% of its rural development budget on environmental objectives.

  • Cross-compliance or conditionality consequences.

  • Penalties under separate environmental, animal welfare, water, fertiliser or pesticide rules.

Because the measures are mainly payment-based, the most immediate consequence is usually reduction, suspension or recovery of support.

Examples of Known Violations

As of June 2026, we were not able to identify a centralized public Austrian database listing named penalties specifically for ÖPUL agricultural environmental measure breaches.

Typical non-compliance cases may include incorrect land declarations, failure to maintain biodiversity areas, breach of fertiliser or mowing restrictions, non-compliance with organic requirements, missing documentation, or failure to meet measure-specific management obligations.
