UN Launches 2026 Work Programme to Accelerate Delivery of Global Climate Commitments

The UN Climate Change High-Level Champions and the Marrakech Partnership for Global Climate Action have launched their 2026 Work Programme, setting out a framework for governments, businesses, investors, cities, regions and civil society to accelerate the implementation of existing climate commitments.

Published on 6 August, the programme is the first annual work plan under the Global Climate Action Agenda's renewed five-year vision for 2026 to 2030. Rather than concentrating primarily on securing additional pledges, the framework is intended to help translate commitments already made through the UN climate process into measurable projects, investments and policy outcomes.

The shift reflects a wider emphasis following COP30 in Belém, where countries agreed to place greater focus on implementing the Paris Agreement and accelerating climate action at scale. According to the 2026 programme, its role will include supporting delivery of countries' Nationally Determined Contributions, or NDCs, and National Adaptation Plans, while helping convert the findings of the first Global Stocktake into practical action.

The programme brings together hundreds of organizations across six broad thematic axes and 30 climate objectives, supported by 120 Plans to Accelerate Solutions. The annual implementation cycle will involve reviewing priorities, coordinating participants, measuring progress, showcasing effective approaches and scaling solutions.

For businesses and investors, that approach could increase the emphasis on implementation evidence rather than long-term commitments alone. Companies participating in climate initiatives are likely to face continued pressure to demonstrate how transition strategies translate into capital expenditure, technology deployment, supply-chain changes and measurable emissions reductions.

Clean Energy and Industrial Transition Remain Central

Energy, industry and transport form one of the programme's main areas of work.

Its objectives include contributing to the global effort to triple renewable energy capacity and double the rate of energy-efficiency improvements, accelerating zero and low-emission technologies in hard-to-abate sectors, expanding universal energy access and supporting a transition away from fossil fuels in a just, orderly and equitable manner.

For 2026, greater attention will also be placed on the infrastructure required to integrate increasing volumes of renewable electricity. The programme identifies grids, storage, system flexibility, efficient electricity use and clean fuels as areas where deployment has not kept pace with renewable generation.

Electrification across transport, buildings and industry is therefore expected to receive increased attention, alongside grid expansion, modernization, stronger interconnectors and regional power-market integration.

These issues have significant implications for the net-zero transition. Rapid growth in renewable generation does not by itself guarantee corresponding reductions in fossil fuel consumption if networks cannot connect new projects, storage capacity is insufficient or industrial and transport systems remain dependent on conventional fuels.

The programme also places green industrialization among its COP31 priorities. Work is expected to cover sectors including steel, cement and concrete, chemicals, fertilisers, hydrogen, road transport, shipping and aviation, as well as the development of industrial hubs and corridors. Governments, businesses and financial institutions are expected to work together on the investment and policy conditions required for deployment.

Circular Economy and Zero Waste Move Across Sectors

Zero waste and circular economy measures have been designated as a cross-cutting priority across all six thematic areas.

The programme identifies opportunities to reduce methane emissions, improve resource efficiency, limit food waste, expand reuse and repair, address plastics and packaging, extend product lifetimes and develop more circular supply chains.

Within industrial systems, this includes greater use of industrial symbiosis, material recovery and circular approaches to critical minerals used in batteries, renewable energy equipment and electric mobility.

The emphasis could increase the relevance of circularity to corporate climate planning. For manufacturers in particular, decarbonization strategies may increasingly involve material efficiency, procurement, product design and waste management alongside conventional measures such as renewable electricity and energy efficiency.

Food and agriculture are another priority. The programme calls for work on land restoration, resilient agricultural systems, food security and reducing emissions throughout food value chains. Food loss, organic waste and methane reduction are specifically included within the wider zero-waste agenda.

Cities and infrastructure will also play a significant role. Priorities include resilient buildings, transport, water systems, waste infrastructure and access to finance for local climate projects. The programme highlights the need for national climate policies to translate into implementation at city and regional level.

New Coordination Model Intended to Improve Delivery

Alongside the programme, the Climate High-Level Champions and the Marrakech Partnership have introduced governance arrangements to coordinate activities through the end of the decade.

These include Axis Coordination Groups covering the six thematic areas and 30 Activation Groups aligned with individual climate objectives. The aim is to reduce duplication between initiatives, identify implementation barriers and create clearer mechanisms for tracking progress.

That coordination will be important if the framework is to demonstrate tangible outcomes. The global climate agenda already includes numerous voluntary coalitions, corporate commitments, and government initiatives. The practical test for the new programme will be whether it can connect these activities with finance, infrastructure development, regulation and national climate plans.

The programme also states that implementation should reflect different national circumstances and include communities particularly exposed to climate impacts.

COP31 will provide an early test of the new implementation-focused approach. The conference is scheduled to take place in Antalya, Türkiye, from 9 to 20 November 2026. It will also mark ten years since the Marrakech Partnership was established at COP22 to strengthen collaboration between governments and non-state actors following the adoption of the Paris Agreement.

For companies, investors and policymakers, the direction is increasingly clear: international climate policy is moving further into the delivery phase. Attention is shifting towards whether renewable energy can be connected, industries can be electrified, infrastructure can be financed, and climate commitments can produce measurable changes across economies.
