Core Features
The PACER tool provides a centralized environment for managing and reviewing whole life carbon assessments (WLCAs). Its core capabilities include:
Centralized Assessment Submissions: Provides a portal for receiving, organizing, and reviewing whole life carbon assessments associated with planning applications.
Automated Assessment Validation: Checks submitted carbon assessments for completeness and consistency, reducing manual review requirements and helping identify missing or questionable information.
Carbon Performance Benchmarking: Evaluates project-level key performance indicators against predefined benchmarks to identify discrepancies and potential carbon reduction requirements.
Planning Policy Compliance Checks: Compares assessment information with applicable carbon policies and standards, helping planning officers determine whether submissions satisfy relevant requirements.
Carbon Performance Tracking: Maintains project emissions information across assessment resubmissions and planning stages, allowing authorities to examine changes in reported carbon impacts.
Carbon Data Collection and Analysis: Stores carbon assessment data from planning applications, enabling councils to identify trends and build an evidence base for future building policies and carbon reduction strategies.
Closing Insights
PACER is developed by London-based Preoptima Ltd, which secured a Innovate UK grant in 2023 to develop the platform with Westminster City Council. The council subsequently adopted PACER, with the software going live in July 2026 and a three-year licence secured for its whole life carbon module. Preoptima has also received funding through the DESNZ and Defra-backed CLEAR project. The initiative involves the London Borough of Tower Hamlets and the City of London Corporation as validation partners, examining PACER's effectiveness in reviewing carbon assessments and identifying resource-efficiency opportunities. These partnerships extend its evaluation beyond Westminster.
Preoptima additionally envisages integrating PACER with its separate CONCEPT building design software, although this remains a future development rather than an established capability. Local authorities are invited to contact Preoptima to discuss their implementation needs.
