Bioregional's Net-zero Spatial Planning tool combines national and local datasets, GIS and evidence-based carbon factors. Councils can adjust local assumptions and policy interventions to compare the carbon consequences of different development strategies. Some of its main capabilities are:
Spatial Carbon Modelling: Calculates embodied, operational and transport emissions associated with proposed development and its location.
Growth Scenarios: Compares locations, housing densities, dwelling types, development rates and other spatial growth assumptions.
Policy Testing: Models interventions including energy efficiency, heat pumps, solar PV, lower embodied carbon and sustainable transport.
Transport Analysis: Accounts for how distance, infrastructure and available transport options affect emissions associated with new residents.
Social Infrastructure: Incorporates emissions from supporting infrastructure such as schools and healthcare facilities required by population growth.
Maps & Reporting: Produces maps, graphs, scenario comparisons and evidence formatted to support Local Plan examinations and stakeholder communication.

The Net-zero Spatial Planning Tool grew from Bioregional’s work with local authorities seeking robust evidence for reconciling development with net-zero targets. Developed through projects with Central Lincolnshire and Greater Cambridge and subsequently enhanced with Space Syntax through Innovate UK funding, it has been tested against real Local Plan processes. Central Lincolnshire used its modelling to support a Local Plan adopted following Planning Inspectorate examination in 2023.
Its differentiator is its spatial and dynamic approach to carbon modelling. Rather than relying primarily on national averages or manual calculations, it incorporates location-specific data, recognizing that transport emissions vary according to proximity to services and available transport modes. Inputs can also be updated as national datasets or local policy assumptions change. Crucially for councils, outputs are designed to provide defensible evidence for Local Plan examination, where the justification for net-zero policies can determine whether they are accepted.
