PAS 2080 is a specification for managing and reducing whole-life carbon in buildings and infrastructure, emphasizing early collaboration and integrated decision-making across the project lifecycle. The 2023 update broadened scope beyond “infrastructure” to the wider built environment and strengthens the expectation that carbon reduction is embedded into governance and procurement, not treated as an add-on.

What PAS 2080 asks

Among other provisions, PAS 2080 requires organizations to:

  • Apply a whole-life carbon approach (covering provision, operation, use and end-of-life; including retrofit/management of existing assets and networks).

  • Establish clear roles, responsibilities and governance across value-chain members, enabling coordinated carbon reduction decisions.

  • Quantify carbon consistently and transparently at key points so data can be shared along the supply chain and used to drive decisions.

  • Embed carbon reduction into procurement and delivery, so requirements are contractually and operationally actionable.

  • Use a systems/whole-life lens (including themes such as net-zero alignment, collaboration, resilience/nature-based solutions highlighted in the revision materials).

Status & Outlook

PAS 2080:2023 is the current edition, a revision of PAS 2080:2016. The updated standard and guidance launched in 2023 and made free to access through sponsorship. It is cited as a key reference in the UK Government’s Construction Playbook and is supported by a verification pathway (e.g., via BSI) that some organizations use to evidence implementation.
