Background
CAGBC developed the Zero Carbon Building program as a made-in-Canada approach to reducing emissions from the building sector. Rather than focusing solely on energy consumption, the standards place carbon emissions at the centre of building assessment, recognizing that the emissions associated with energy use vary according to energy source and electricity-grid characteristics.
The framework also recognizes that building emissions extend beyond day-to-day energy consumption. Its requirements have progressively incorporated embodied carbon from construction materials, refrigerants and the impacts buildings place on electricity grids, alongside conventional energy-efficiency measures.
The ZCB Standards are voluntary certification standards rather than Canadian building regulations. They can be used by owners, developers and project teams seeking to demonstrate that a building has been designed for, or is actually achieving, very low-carbon performance.
Certification Pathways
The ZCB program is divided into two standards reflecting different stages of a building's lifecycle:
ZCB-Design: Intended primarily for new construction and major renovations. Certification is based on the final design and evaluates anticipated operational emissions as well as embodied carbon, energy efficiency, refrigerants, airtightness and electrical-grid impacts. It is a one-time certification of the building design.
ZCB-Performance: Intended to demonstrate the carbon performance of buildings in operation. It uses utility and other measured data and requires annual verification, providing evidence that a building continues to meet the applicable performance requirements rather than relying on modeled design performance alone.
The two pathways can therefore complement each other: a project can use ZCB-Design to demonstrate that a building has been designed for zero-carbon operation and subsequently use ZCB-Performance to verify what it achieves once occupied.
Current Status
The current design framework is Zero Carbon Building – Design Standard Version 4, released in June 2024. CAGBC issued an updated addendum in August 2026, adding and clarifying compliance options relating to areas including resilience, district energy, cold-climate energy performance and specialized systems. The update also extended eligibility to certain residential projects participating in CAGBC's Part 9 Residential Pilot.
