Summary
The Indian Ocean Commission (IOC) is an intergovernmental organisation that brings together five island members in the South-West Indian Ocean: Comoros, France on behalf of Réunion, Madagascar, Mauritius and Seychelles. Created by the Port Louis Declaration in 1982 and institutionalised by the Victoria Agreement in 1984, the IOC works on regional cooperation, maritime security, climate resilience, biodiversity, fisheries, food security, public health and sustainable island development. Its role is especially relevant to blue economy initiatives that require cross-border governance and shared ocean management.
